Questions (PPA-PMO SOUTH HARBOR MEMORANDUM CIRCULAR NO. 05, S. 1996)

The primary purpose is to implement a more effective system in the rationalization of the use of the Ferry Landing area in the Port of Manila.

All canteens, restaurants, and offices conducting business inside the pilot/ferry landing area must submit their personnel manning schedules per shift.

Ships' crew members must present or display their respective identification cards or seaman's books upon entry.

Ferry boat crews are required to conspicuously display their identification cards upon entry and while inside the ferry landing area.

Visitors must possess boarding passes issued by concerned shipping lines, which are duly approved by the Philippine Ports Authority (PPA), Bureau of Customs (BOC), and noted by the PPA Police upon presentation at the ferry landing gate.

They must possess approved pedestrian passes from the Port Police Division, Pass Control Office.

Ferry operators must submit passenger manifests (Format "A") and cargo manifests (Format "B"), indicating names of passengers, vessel destination, purpose of passengers, and in the case of cargo, type, volume, other particulars, vessel destination, and name of shipper or chandler for both arriving and departing vessels.

All unnecessary lockers, fixtures, and structures not authorized by the Authority must be removed immediately.

Security guards from Asian Terminals, Inc. (Arrastre Contractor) are requested and encouraged to augment the existing Composite Enforcement Team on a 24-hour manning schedule.

These supplemental guidelines are issued under the authority of the Philippine Ports Authority, PMO-South Harbor, and were recommended and approved by the Port Manager and other officials as stated in the Memorandum Circular.
