It is pursuant to Department Order No. 011-2018 (Feb. 9, 2018), which cites Section 1200 of Republic Act No. 10863 (Customs Modernization and Tariff Act/CMTA), reverting accreditation and registration authority to the BOC for simplification of process.
Department Order Nos. 12-2014 and 18-2014, as well as other orders, circulars, memoranda, and other issuances (or parts thereof) that are inconsistent with the Department Order.
Because the Department Order was intended to simplify and streamline the process and effectively repealed the need to submit BIR-ICC and BIR-BCC as requirements for accreditation and registration (hence they were removed from the list of requirements).
A processing fee of PHP 1,000. The required evidence is a Bureau of Customs Official Receipt (BCOR) evidencing payment of that processing fee.
The Application Form must be notarized and completely filled out.
A Corporate Secretary Certificate (for corporations) or an Affidavit (sole proprietorship), or a Partnership Resolution (partnership), or a BOD Resolution (cooperative) designating the authorized signatories in the import entries.
Two (2) valid government-issued IDs (with picture) of the applicant and responsible officers.
The importer must provide: (1) the address of the warehouse owned or leased by the importer where the imported goods are intended to be stored, and (2) proof of lawful occupancy of both the office address and the warehouse.
It refers to printing the CPRS record and ensuring that the aSTOREDa CPRS notification is updated, as required documentary submissions in the importer accreditation/registration process.
Updated ITR requirements are stated as Income Tax Return (ITR) for the past three (3) years.
A valid Mayor’s Permit.
They include: notarized application form; BCOR for PHP 1,000 processing fee; valid PRC card; list of clients with complete address and contact details; list of representatives with personal details, photos, and specimen signature; printed CPRS profile with stored notification; BIR Registration (2303); latest ITR received by BIR; NBI clearance; and Certificate of Good Standing issued by a PRC-accredited national organization of customs brokers.
The Certificate of Good Standing issued by a PRC-accredited national organization of customs brokers is required for new applicants, and renewal requires a similar Certificate of Good Standing (while other items are updated, such as professional profile, client and representative lists, PRC card, NBI, and ITR).
Income Tax Return (ITR) for the past three (3) years.
It takes effect fifteen (15) calendar days after its publication at the Official Gazette or a newspaper of national circulation.
The ONAR (UP Law Center) shall be provided three (3) certified copies of the CMO.
