The main purpose of Executive Order No. 891 is to direct all departments, agencies of the national government, and government-owned and/or controlled corporations with original charters to submit for attestation to the Career Executive Service Board (CESB) all appointments of appointees occupying Career Executive Service (CES) and/or third level positions.
