The PRC Board of Nursing mandates the submission of specific documents and compliance with curricular and accreditation standards for nursing programs to ensure eligibility for the Integrated Comprehensive Nurse Licensure Examinations (ICNLE).

The legal basis is Section 13(c), Article IV of Republic Act No. 9173, the Philippine Nursing Act of 2002, which requires applicants to hold a Bachelor's Degree in Nursing from a school recognized by the appropriate government agency (CHED).

Nursing students must assist in at least five (5) major scrubs. For complicated cases like brain surgeries, two (2) may be allowed to assist.

A nursing student must handle five (5) deliveries and assist in five (5) deliveries, with one student per patient for deliveries handled and assisted respectively.

The documents must be signed by the Dean, Chief Nurse, and Clinical Supervisors, indicating their educational degrees, PRC license number with validity, and Philippine Nurses Association (PNA) membership number with validity, duly notarized.

They must be holders of a Master's degree in Nursing and members of the PNA/ADCPN.

The school’s recognition date, recognition number, year, and accreditation level (if any), including the date granted, must be declared in the required forms. Only recognized schools can accept second degree courses as per CHED memo no. 9, s. 2002.

Courses such as Health Care I and II, Health Economics, Science Technology and Society (STS), Health Ethics, and mandated subjects must be completed first prior to professional nursing courses, ensuring sequence and continuity.

The total Related Learning Experience hours required are 2,142 hours.

The resolution took effect fifteen (15) days after its full and complete publication in the Official Gazette or newspaper of general circulation, starting with the June 2005 ICNLE.

The BSN program shall be offered on a semestral basis to align with the simultaneous scheduling of RLE and didactic requirements as per CHED Memo No. 30, s. 2001.
