The PRC Board of Nursing mandates the submission of specific documents and compliance with curricular and accreditation standards for nursing programs to ensure eligibility for the Integrated Comprehensive Nurse Licensure Examinations (ICNLE).

Section 13(c), Article IV of R.A. 9173 (Philippine Nursing Act of 2002) provides that an applicant for the ICNLE shall be a holder of a Bachelor’s Degree in Nursing from a college or university that complies with nursing education standards duly recognized by CHED.

It requires that learning experience (RLE) shall strictly adhere to specific requirements embodied in the prescribed curriculum promulgated by CHED policies and standards of nursing education.

To ensure that factors related to compliance with nursing education and nursing practice standards—BSN program, RLE, qualifications of Deans, Chief Nurses, and Clinical Coordinators—are appropriately met.

Five (5) major scrubs assisted. For complicated cases like brain surgery, two (2) may be allowed to assist for that major surgery.

Five (5) minor scrubs assisted; one (1) assisted scrub for minor surgeries per student. No—major scrubs cannot be used as substitute for minor scrubs.

Number of deliveries handled: five (5), with one student per patient. Number of deliveries assisted: five (5), with one student per patient.

Five (5) cord dressings, with one student per baby for newborn cord dressing.

The type of surgical cases for the five (5) assisted major/minor shall be varied.

An individual record of clinical rotation must be attached.

It reiterates that specific nursing courses must be taken by all nursing students: Health Care I, Health Care II, Health Economics, Science Technology and Society (STS), Health Ethics, and mandated subjects (e.g., NSTP), and that these must be completed prior to professional nursing courses.

The Deans are responsible to ensure completion of BSN I and BSN II courses prior to taking the following theoretical and RLE of professional nursing courses.

NCM 101 (Promotive & Preventive Nursing Care Management) has RLE hrs. of 408 and is offered in the 1st Semester.

NCM 103 (Related Learning Experience) has RLE hrs. of 204 and is offered in the Summer.

The total RLE HRS. stated is 2,142.

Curricular and RLE requirements must be duly signed by the Dean, Chief Nurse, and Clinical Supervisors with their education degrees and PNA/ADCPN membership status, and the signatures must be notarized.

Photocopies of Case Slips/Surgical Slips must accompany the RLE reports.

They must be holders of a Master’s degree in Nursing.

The school’s status where the student is enrolled must be specially stated in the required document format: BON-Form No. 0401 to 0405, including Date School was Recognized, Recognition No., Year, and Level Accreditation (if any) with date granted.

It takes effect after fifteen (15) days following full and complete publication in the Official Gazette or a newspaper of general circulation. The documents required shall be submitted together with, or attached to, the application for the ICNLE starting in the June 2005 ICNLE.
