PD 1569 aims to strengthen the Barangay Nutrition Program by providing for one (1) barangay nutrition scholar in every barangay, providing funds for the program, and setting related mechanisms for implementation.
The project is under the administration of the National Nutrition Council.
There shall be one (1) barangay nutrition scholar in every barangay.
The scholar is a barangay-based volunteer worker responsible for delivering nutrition services and related activities such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning.
The scholar shall serve the barangay on a voluntary basis for at least one (1) year.
They must: (1) be a bonafide resident in the barangay for at least four (4) years and able to speak the dialect; (2) have leadership potentials and initiative/willingness to serve for at least one (1) year; (3) be willing to learn and teach; (4) be at least a primary school graduate; (5) be physically and mentally fit; and (6) be at least 18 but not more than 60 years old.
They must be recruited from within the barangay and shall be tested on mental ability and proper work attitude.
Upon completion of at least two (2) years of continuous and satisfactory service, the scholar is granted a civil service eligibility equivalent to second grade. The scholar is also entitled to a training stipend, kit, and travel allowance of at least P120.00 a year, plus other allowances that the municipality may grant, but not exceeding P150.00 a month.
Before service, the scholar undergoes a ten-day training on selected topics (e.g., nutrition, health, food production, environmental sanitation) based on defined task expectations, conducted by a provincial training team coordinated with municipal and barangay nutrition committees. This is supplemented by a twenty-day practicum in the assigned barangay coordinated with a local training team.
Implementation is the responsibility of: (1) the Provincial/City Nutrition Committee headed by the Governor/City Mayor as Chairman; and (2) the Municipal Nutrition Committee headed by the Mayor as Chairman.
The local training team is composed of two members chosen from among members of the Municipal Nutrition Committee. It follows up the activities of the trained barangay nutrition scholar.
The Governor/City Mayor is responsible for the program throughout the province/city and may recommend appropriation of funds to support it. The Municipal Mayor initiates activities to implement the project within the municipality, organizes local training teams, and may recommend appropriation of a local counterpart for additional allowances.
There is a staff secretariat in every province/city to monitor program progress, identify problems, and recommend possible solutions.
The National Nutrition Council shall formulate rules and regulations and plans/programs within the decree’s limits for successful implementation, and allocate project funds to various provinces/agencies for disbursement according to the financial plan.
Yes. For purposes of the program, the National Nutrition Council and local governments are authorized to receive grants, donations, gifts, or bequests from various government agencies and government corporations, and such donations are tax exempt.
One Million Pesos is appropriated from any available funds from the National Treasury or from the Special Activities Funds for the organization and initial operation of the council and local governments for the program. Local governments are also authorized to appropriate amounts necessary for implementation.
It takes effect immediately upon issuance.
