The main purpose of Memorandum Order No. 20 is to strengthen the rules for the filing of requests for the issuance of proclamations declaring special non-working days or holidays, ensuring timely and efficient processing of such requests.
Requests must be filed no less than thirty (30) days before the special day, holiday, or event.
Any request not filed within the prescribed period shall be received without any action or may be a ground for the denial of the request, subject to the President's discretion.
All requests must be filed with and received by the Office of the President or the Office of the Executive Secretary.
The Office of the Deputy Executive Secretary for Legal Affairs continues to function as the central secretariat handling the processing of these requests.
Memorandum Order No. 20 repeals Memorandum Order No. 292, series of 1995.
All other circulars, rules, and regulations or parts thereof that are inconsistent with the provisions of this Order are repealed or modified accordingly.
If any provision is declared invalid or unconstitutional, the other provisions unaffected thereby shall remain valid and subsisting.
Memorandum Order No. 20 took effect immediately upon its signing on February 27, 2024.
