To strengthen the Philippine ship building and ship repair sector and institute measures to promote its growth and development through government support, training of Filipinos, and an inter-agency development plan.
It is a key component of the government’s continuing industrial development program in accordance with the President’s Ten-Point Agenda.
Entry and maintenance of foreign and local investment in the sector shall enjoy the government’s full support due to its capability to generate employment, modernize industry, and improve productivity via new technology and management know-how.
It emphasizes training, development, and continuing employment of Filipino citizens in duly registered entities, aligning with RA 8042’s mandate to create local employment opportunities and promote equitable distribution of benefits.
A program launched effective immediately and intended to last for five (5) years thereafter, encouraging duly registered entities to provide free skills-training and development for Filipino citizens in consideration of their continued and exclusive employment with such entities, consistent with existing laws, rules, and regulations.
Overseas deployment or changes in employment in breach of contract are considered acts inimical and greatly prejudicial to the national interest.
They shall be entitled to incentives as may be provided by law.
It recognizes the right of duly registered entities to adopt reasonable employment policies to guard trade secrets, manufacturing formulas, strategies, and other confidential programs and information from competitors, subject to existing laws.
The Maritime Industry Authority (MARINA) Administrator.
Representatives from NEDA, DOF, DOJ, DTI, DOLE, DPWH, DENR, PEZA, SBMA, and the Philippine Coast Guard (PCG).
Within sixty (60) days from the effectivity of the Executive Order.
To the extent permitted by law, agencies must assist in availing fiscal and non-fiscal incentives (including BOI registration as a preferred pioneer industry) and provide necessary administrative and institutional assistance, including for Filipino trainees and employees, for timely implementation.
NEDA, DOF, DOJ, DTI, DOLE, DPWH, DENR, MARINA, PEZA, SBMA, PCG, and all other concerned government agencies, bureaus, and instrumentalities.
Through a separability clause: an unconstitutional portion does not nullify other provisions as long as the remaining portions can still subsist and be given effect.
All presidential issuances and administrative rules and regulations (or parts thereof) inconsistent with EO No. 588 are revoked or modified accordingly.
