Q&A (EXECUTIVE ORDER NO. 167)

EO No. 167 bases its emphasis on Section 14, Article II of the Philippine Constitution, which declares it a policy of the State to recognize the role of women in nation-building and ensure fundamental equality before the law of women and men.

Presidential Decree No. 633 (s. 1975) created the National Commission on the Role of Filipino Women (NCRFW), which was later renamed as the Philippine Commission on Women by Republic Act No. 9710 (Magna Carta for Women).

Republic Act No. 9710, also known as the Magna Carta for Women, renamed the NCRFW as the Philippine Commission on Women.

The Chairperson of the PCW is appointed by the President of the Philippines and serves on a full-time basis with the rank and emoluments of an Undersecretary.

The ex-officio members are the heads of the following government agencies: Department of Agriculture; Department of Budget and Management; Department of Education; Department of Foreign Affairs; Department of Health; Department of the Interior and Local Government; Department of Labor and Employment; Department of Social Welfare and Development; Department of Trade and Industry; and National Economic and Development Authority.

There are twelve (12) civil society members in the PCW representing the sectors of Labor, Business and Industry, Science and Health, Education or Academe, Urban Poor, Indigenous Peoples, Farmers and Fisherfolks, Senior Citizens, Persons with Disabilities, Media Culture and the Arts, Youth, and one representative of the National Council of Women in the Philippines.

Yes, the heads of government agencies can designate permanent alternates with a rank not lower than Assistant Secretary to represent them during Commission meetings and other official functions, provided they inform the Commission in writing.

A PCW Secretariat was created, headed by an Executive Director and assisted by two Deputy Executive Directors. The Secretariat supervises the provision of technical and administrative services to the Commission members.

EO No. 167 took effect immediately upon signing on April 6, 2022. All orders, rules, regulations, and issuances or parts thereof inconsistent with this Order are repealed or modified accordingly.
