The primary purpose of the DAP is to foster and support the development forces at work in the nation's economy through, among other things, the development and conduct of selective human resources development programs.

The streamlining was mandated because the DAP was experiencing financial difficulties and needed to reorganize to generate enough revenues and achieve optimum efficiency starting in 1999 and beyond.

Section 29, Chapter 5, Book V of Executive Order No. 292, also known as the Administrative Code of 1987, authorizes government agencies to reduce their workforce if necessary due to lack of funds to sustain operations.

The President is authorized under Sections 77, 78, and 79 of Republic Act No. 8745, the General Appropriations Act of 1999, to direct the reorganization or scaling down of any government department or agency.

The objectives include supporting DAP's strategic vision and mandate, attaining optimum efficiency by minimizing organizational levels and avoiding duplication, improving operational effectiveness, and ensuring financial viability beyond 1999.

DAP's operations will be refocused to more effectively respond to government priority thrusts and programs, and to meet the requirements and needs of its clients in government, private sector, and institutional agencies.

The DAP was authorized to realign operations, reorganize its structure, and modify staffing patterns leading to a total of 244 permanent plantilla positions and 730 co-terminus positions, subject to approval by the Department of Budget and Management.

RAP is a package provided to employees whose positions will be phased out or declared redundant, as well as to those who voluntarily retire or separate from the service under existing retirement laws such as Republic Act Nos. 1616 and 8291.

Funding will be provided by the National Government from the Miscellaneous Personnel Benefits Fund of the 1999 General Appropriations Act and will be released on a reimbursement basis after DBM approval of the streamlining plan.

The DAP is required to submit its compliance report to the President through the Department of Budget and Management within ninety (90) days from the effectivity of the Executive Order.
