Presidential Decree No. 855 establishes a standard rank and salary structure for members of the Integrated National Police (INP) in order to ensure an efficient and responsive police service, with specific guidelines for salary adjustments, promotions, and allowances.

To prescribe the standard ranks and authorized salary rates (with an 8-step structure) for members of the Integrated National Police (INP), promoting uniformity, discipline, and an efficient police service within the government’s fiscal capability.

Section 12, Article XV of the 1973 Philippine Constitution.

Presidential Decree No. 765 (to constitute the INP), and the integrated police forces established by Presidential Decrees No. 421, No. 482, No. 531, No. 585, and No. 641.

He has the power to reclassify former position ranks held by INP members and may delegate his power of appointment to responsible subordinates.

Police Colonel; Police Lieutenant Colonel; Police Major; Police Captain; Police Lieutenant; Police Sergeant; Police Corporal; Patrolman First Class; Patrolman.

Fire Colonel; Fire Lieutenant Colonel; Fire Major; Fire Captain; Fire Lieutenant; Fire Sergeant; Fire Corporal; Fireman First Class; Fireman.

It consists of salary rates in pesos per month, graduated in eight steps or scales within a salary range for each rank.

His salary shall be raised to the minimum rate (first salary step) for the corresponding authorized rank.

He continues receiving that same salary step as long as he holds the same rank, except when adjusted to the next higher step or steps due to Section 5.

He shall receive the minimum salary for his new rank; however, if his previous salary is equal to or higher than that minimum, he receives the rate next higher than his previous salary.

He shall receive the salary rate corresponding to the salary step he was formerly receiving in the rank to which he is demoted.

He continues to receive such salary.

Their salary is initially the first salary step as fixed in Section 2.

Subject to performance, efficiency, outstanding achievements, and other related factors, members may be adjusted to the next higher step not earlier than two years but not later than five years.

The Chief of Constabulary/Director General of the INP, subject to the approval of the Secretary of National Defense. Examples include subsistence, cost of living, and clothing allowances.

The National Government must provide an annual appropriation from national treasury funds (drawn from funds provided for by PD 632 and PD 733) to finance the salary and allowances of INP members.

The Chief of Constabulary/Director General shall promulgate the necessary rules and regulations for effective implementation, subject to the approval of the Secretary of National Defense.

All laws, decrees, orders, rules, and regulations inconsistent with PD 855 are repealed and/or modified accordingly.

Their rank and salary rates remain as provided in existing laws, rules, and regulations.
