Republic Act No. 9083 establishes the Sta. Rosa Science and Technology High School in Laguna, providing free scholarships with a focus on science and technology to prepare students for careers that contribute to local and regional development.

It is established in Sta. Rosa, Laguna, under the direct administrative supervision of the Department of Education, Culture and Sports.

To offer free secondary scholarships with special emphasis on sciences and technology, preparing students for scientific and technological careers contributing to social development and economic well-being of the community and industries in the First District of Laguna, the whole Province of Laguna, and the CALABARZON sub-region.

The school is headed by a director. The director’s appointment is in accordance with prescribed civil service law, rules and regulations. The director shall not be removed except for cause.

It shall be fixed by the Board of Trustees in accordance with the Revised Compensation and Position Classification System.

The Board includes: (1) the Regional Director, DECS, Region IV (ex officio chairperson); (2) the director of the school (ex officio vice chairperson); (3) the Regional Director, DOST, Region IV (ex officio member); (4) the Regional Director, NEDA, Region IV (ex officio member); (5) the Regional Director, TESDA, Region IV (ex officio member); (6) one member representing business and industry; and (7) one member representing the scientific and technological association.

They are appointed by the President of the Philippines upon recommendation of the chairman of the Board. One serves for six (6) years and one for four (4) years.

A quorum consists of a majority of all the members holding office at the time the meeting of the Board is called.

All processes against the Board of Trustees shall be served on the director or secretary thereof.

Examples: (1) fix the site of the school; (2) receive and appropriate sums provided by law for support; (3) approve curricula and rules of discipline; (4) provide fellowships and approve scholarships/stipends/allowances; (5) approve issuance of certificates/diplomas; (6) receive and administer legacies, gifts and donations; (7) establish criteria for student selection and admission including competitive examinations. It consists of the director, heads of departments, and such other ranking faculty members or officials as may be determined by the director. It screens and selects students and scholarship recipients, develops curricula and rules of discipline for Board approval, recommends students eligible for graduation, and exercises disciplinary power over students through the director.

The registrar acts as secretary of the Board, appointed by the director with approval of the Board of Trustees. He keeps the records as prescribed by the Board.

The treasurer is appointed by the director with approval of the Board. All accounts and expenses are subject to the usual government auditing.

Faculty and other academic positions shall be selected in accordance with criteria established by the Board consistent with law, which includes, if necessary and practicable, screening and competitive examination.

Necessary funds shall be included in the General Appropriations Act of the year following enactment and thereafter provided in yearly General Appropriations Acts. Any unexpended balance for any year shall not revert to the general fund but forms part of the Science and Technology High School Fund.
