Talent Identification is a process of identifying a person’s potentials and skills in a field of sports. These definitions anchor who may apply and what the program intends to do (identify and develop sports potential).
Individuals: any person of any age/race/creed/religion who is validly enlisted in a competition/league/event where they can enhance physical well-being. Groups: persons composing a single team for one sport played by two or more persons (including intramurals/festivals).
(a) Students: sports uniforms, equipment, and supplies. (b) Athletes/Players: sports uniforms, equipment, and supplies. (c) Senior citizens and PWDs: sports uniforms, equipment, and supplies, plus snacks and energy drinks. (d) Out-of-school individuals: sports uniforms, equipment, and supplies.
Students: request letter signed by class adviser (or school principal if adviser absent) plus certification that applicant is not a smoker and not a liquor/alcohol consumer. Individuals 18+: request letter signed by applicant plus certification of non-use of illegal drugs and an affidavit by a third party stating they are not a smoker and not a heavy liquor/alcohol consumer. Teams/Groups: request letter signed only by team coach/manager, school principal, and president/chairman/head of organization; if coming from barangay level, signed by the incumbent Punong Barangay.

Applicants/beneficiaries must be non-smoker, non-excessive liquor/alcohol consumer, and non-user of illegal/prohibited drugs. They must submit a certificate for negative use of prohibited/illegal drugs from a duly certified laboratory clinic, plus an affidavit by a third party stating the applicant is not a smoker and not a heavy consumer of liquor/alcohol. Disqualified: those positive in illegal drugs; tobacco/cigars/cigarettes users; excessive liquor/alcohol consumers 18+; and liquor/alcohol consumers below 18.
Section 10 states that procurement for sports uniforms, equipment, gadgets and foods, beverages, and other supplies will follow Republic Act No. 9184 (Government Procurement Reform Act), covering bidding and purchase procedures.
The City will invite professional coaches, trainers, and referees as consultants to train local coaches/trainers/referees on standard rules and techniques. The City government shoulders the fees for such consultations, to be taken from the budget appropriated for that purpose.
The necessary budget must be included in the General Appropriations Budget for 2014 and succeeding years. A special fund named the “Sports Promotion and Development Program Fund” is created and used solely for programs initiated under the ordinance, included in the Amoranto Sports Complex’s budget allotment.
Section 13: general and special laws, rules, local ordinances on auditing procedure apply. Section 14: annual report to the City Council every third week of January, summarizing statistical data of beneficiaries, total amount spent, balance (if any), and suggestions/recommendations for improvements.
