The main purpose of Republic Act No. 11082 is to upgrade the Southern Isabela General Hospital in Santiago City, Province of Isabela, into a tertiary general hospital to be known as the Southern Isabela Medical Center (SIMC), and to appropriate funds for this purpose.
The Southern Isabela Medical Center shall operate under the direct technical and administrative supervision of the Department of Health (DOH).
The authorized bed capacity of the Southern Isabela Medical Center is increased from fifty (50) to three hundred fifty (350) beds.
The increase in bed capacity shall be implemented over a period of five (5) years from the approval of the Act.
The existing service capability, professional health care services, and health human resources of the SIMC shall be upgraded and increased to conform with and be commensurate to the increase in authorized bed capacity. The Secretary of the Department of Budget and Management, in consultation with the DOH, shall create regular plantilla positions for health personnel with corresponding increases in the maintenance and operating expenses and personal services for SIMC.
The Secretary of Health is tasked with including the implementation of this Act in the Department of Health's program.
Funding for the implementation of this Act shall be included in the annual General Appropriations Act.
The Secretary of the DOH, in consultation with the Secretary of the DBM, shall promulgate the necessary rules and regulations within ninety (90) days from the approval of this Act.
Republic Act No. 3138, which established the Southern Isabela Emergency Hospital, and Republic Act No. 8338, which upgraded it to Southern Isabela General Hospital, are repealed by this Act.
This Act took effect fifteen (15) days after its publication in the Official Gazette or in any newspaper of general circulation.
