A Safety Inspector must be a Filipino citizen, of legal age, good moral character, mentally and physically healthy, have undergone safety training by the Regional Office or accredited organizations, and must have been involved in small-scale mining operations for at least six months.

Duties include conducting daily inspections, reporting unsafe conditions, training workers on accident prevention and emergency procedures, investigating accidents, maintaining records, and recommending suspension of operations if imminent danger exists.

Violators, including contractors, permittees, operators, or workers, may be fined between P1,000 and P10,000 or have their permit/contract suspended or cancelled, or both, at the discretion of the Board or its equivalent.

The permittee or operator must immediately notify the Board or equivalent association by the quickest means available within five working days and submit a detailed report within twenty days after knowledge of the accident.

Underground workings must have adequate supply of fresh air; artificial ventilation is required if natural ventilation is insufficient. The air must contain not less than 20% oxygen and not more than 0.5% carbon dioxide, with specific allowable limits for gases and dusts prescribed.

Mines are classified into Surface Mines, Underground Mines, and Underwater Mining Nearshore.

All miners shall be required to wear protective safety gadgets such as hard hats, rubber boots, and adequate lighting devices like flashlights or cap lamps.

The Order requires approved fire fighting equipment, regular inspection of such equipment, monthly fire drills, proper fire alarm devices, posted fire plans, clear and direct fire escape routes, and training for all workers on fire equipment usage.
