To set additional days for voter registration in voting centers before the Citizens' Election Committees and to extend the last day for registration under the continuing system with the election registrar for the 1980 elections and related plebiscite.
It ended on January 20, 1980 for both (a) registration by election registrars under the continuing system and (b) registration by Citizens' Election Committees.
Qualified voters who had not registered by January 20, 1980 may register in voting centers on January 26 and 27, 1980.

If there are still a large number of applicants for registration at the time of closing, the Citizens' Election Committee may extend registration beyond six o'clock until those present are registered.
In cities, municipalities, and municipal districts where the number of still unregistered voters may be listed under the continuing system before the election registrar without resorting to voting-center registration, the COMELEC may order the use of the continuing system only.
Sec. 2 requires that registration be undertaken in the same voting centers and by the same Citizens' Election Committees that functioned in the preceding election.
The election registrar shall conduct daily registration until January 27, 1980, following the procedures provided in the 1978 Election Code.
It supplements it and, in some areas, allows COMELEC to limit registration to the continuing system only; however, PD 1664 also explicitly requires the election registrar to conduct daily registration up to January 27, 1980.
