President Joseph Ejercito Estrada issues Executive Order No. 107, establishing the salary grades for officers and enlisted personnel of the Philippine National Police (PNP) based on Republic Act No. 8551, aligning their salaries with those of public school teachers.

Q&A (EXECUTIVE ORDER NO. 107)

Section 36 of Republic Act No. 8551 mandates that uniformed members of the PNP shall have the same salary grade level as that of public school teachers.

Salary Grade 30 corresponds to Director General, and Salary Grade 29 corresponds to Deputy Director General.

NAPOLCOM, in coordination with DBM, is tasked to issue necessary implementing guidelines to carry out the purposes of the Executive Order related to PNP salary grades.

For CY 1999, the salary adjustments shall be sourced from any available appropriations such as the Organizational Adjustment Fund and/or the Miscellaneous Personnel Benefits Fund under the CY 1999 General Appropriations Act.

The salary grade for a Police Officer I is 10.

Executive Order No. 107 aligns the PNP salary grades with the standardized 33-Grade Salary Schedule prescribed by Republic Act No. 6758, the Compensation and Position Classification Act of 1989.

The salary grades became effective on January 1, 1999.

Sections 28 and 36 of Republic Act No. 6975, the Department of the Interior and Local Government Act of 1990, specified the rank classification and established that PNP members are government employees entitled to salaries from the National Government.
