The Circular prescribes rules and regulations governing the conduct of sanctioned high powered rifle matches, authorization of shooting ranges, equipment, range etiquette, storage, and issuance of transport permits.

This Circular applies to all legitimate high powered rifle holders who intend to use their licensed rifles in sanctioned matches in shooting ranges duly accredited by the Firearms and Explosives Division of the Civil Security Group, PNP.

A permit must be issued for matches sanctioned by the Philippine Practical Shooting Association (PPSA), conducted in compliance with International Practical Shooting Confederation (IPSC) rules, and only match officials who are active members of the National Range Officers Institute (NROI) may officiate.

The bay must be not less than ten (10) meters in width and thirty (30) meters in length.

It must be at least 1000 meters from the national highway or any main road, and the distance from the nearest residential house must ensure safety from fired bullets and accidental firing.

Pits must be eight (8) feet deep, five (5) feet wide, and as long as the target wall. Bunkers must be impenetrable by high powered rifles or assault weapons.

Only duly licensed semi-automatic and manual action rifles with a minimum barrel length of 14.5 inches are allowed. Fully automatic rifles, burst firing rifles, armor-piercing, and tracer ammunition are prohibited. Maximum caliber allowed is 7.62 mm, and only standard ammunition is permitted.

Rifles must be cased except at the firing line and returned to their cases immediately after use. They must be kept in safe, secured places such as metal vaults at the licensee's address, and visiting competitors must deposit rifles at the range or appointed armory. Rifles are not allowed in hotels or inns.

Violations may result in denial of participation in future matches and penalties under special or related laws.
