These rules and regulations apply to all persons who desire to manufacture, deal in, possess, or carry air rifles/pistols.
Air rifles/pistols include spring powered rifles/pistols.
Air rifles/pistols from caliber .22 and up are classified as firearms, while those lower than caliber .22 are subject to testing to determine whether they are firearms or toys.

Applicants must submit corporate documents (Articles of Incorporation and SEC registration for corporations, business registration for partnerships/single proprietorships), business permit, factory/shop plans, and clearances including certificates of good conduct and clearances from court, police, and intelligence divisions.
The application is submitted to the FEO, processed and if approved by the Chief, PNP, it is forwarded to the President for approval. Upon presidential approval, a manufacturer’s license is issued after posting a P50,000 bond.
Dealers must secure a Dealer’s License from the Chief, PNP with supporting documents similar to manufacturers, including corporate documents, business permit, location and vault plans, clearances, and good conduct certificates.
