The main objective is to prescribe policies and guidelines in the accreditation of Instructors and/or Assessors of maritime training institutions and to ensure that only those accredited by MARINA conduct training and assessment in accredited maritime training institutions.

This Circular applies to Instructors and Assessors of training courses under Chapters II, III, IV (GOC for GMDSS), V (Special training requirements for personnel on certain types of ships), and VI (Emergency occupational safety, security, medical care, and survival functions) of the STCW Convention.

An Instructor is an authorized personnel of the training institution/center conducting training, teaching, and instruction to trainees enrolled in a particular training program.

An Assessor is an authorized personnel of the training center conducting assessments of competence of trainees to determine if they meet the required standard as per the STCW Code.

A Certificate of Accreditation issued by MARINA authorizes Instructors and/or Assessors to conduct training and/or assessment at accredited maritime training institutions/centers.

Yes, all Instructors and Assessors conducting training and/or assessment under the specified STCW courses must be accredited by MARINA.

New applicants must submit documentary requirements in accordance with MARINA's approved qualification standards, undergo a written and oral examination/panel interview, and upon passing, receive a Certificate of Accreditation and ID.

First offense requires a payment of P5,000, and second and succeeding offenses require a payment of P10,000. The Certificate of Accreditation and ID may also be suspended or revoked.

There is a P500 application and examination fee, P500 accreditation and ID fee for Instructors or Assessors, P1,000 if an Instructor is also an Assessor, P500 surcharge for expired certificates, and P500 for replacing lost or damaged certificates/IDs.

They are recognized up to December 31, 2013. After this date, only those with valid Certificate of Accreditation and ID issued by MARINA can conduct training or assessment.

Existing Instructors and Assessors must undergo revalidation before their Accreditation Certificate and ID are renewed by MARINA.

MARINA establishes a Pool of Examiners and/or Panel of Interviewers per course to supervise written and oral examinations and interviews.
