It is issued pursuant to Section 6 of Republic Act No. 7041, which is the Act requiring the regular publication of existing vacant positions in government offices.
All branches, subdivisions, instrumentalities and agencies of the government, including GOCCs with original charters, state colleges and universities, and local government units.
Qualification standards refer to the minimum requirements of the vacant positions, including education, experience, training, civil service eligibility, physical characteristics, and personality traits, approved by the Civil Service Commission.
A Bulletin is the complete list of all vacant positions in the government, together with their corresponding qualification standards, issued by the CSC every quarter of the year.
A vacant position is authorized to be filled if funds have been allocated for it and the appointing authority signifies intention to fill the same.
Vacant positions authorized to be filled must be posted in at least three (3) conspicuous places of the respective offices, for a period of ten (10) days.
They must identify unfilled/vacant positions, post the list in three conspicuous places for ten days, and submit a copy of the list with qualification standards to the CSC within required deadlines (initial 30 days upon effectivity; thereafter not later than the 10th day of every month).
Within thirty (30) days upon effectivity; afterwards, submission must be not later than the 10th day of every month.
Lists go to the proper CSC office (Provincial/Field/Regional Office depending on the agency and type). Field and Provincial Offices forward the lists they received to the CSC Regional Office which has jurisdiction, and the Regional Office then submits all lists to the Commission Proper.
Primarily confidential positions, policy-determining positions, highly technical positions, positions coterminous with that of the appointing authority, contractual positions or those limited to a project duration, and other non-career positions identified under Section 9, Subtitle A, Title I, Book V of Executive Order No. 292.
CSC publishes a complete list of existing vacant positions throughout the country every quarter, including qualification standards. Any qualified person may apply.
CSC distributes the Bulletin free of charge to personnel offices, with public inspection availability and LGU posting by the Administrative/Personnel Officer in at least three public and conspicuous places in the municipalities/provinces. CSC may also sell the Bulletin at cost through its offices or accredited bookstores.
The appointing authority shall not fill, and the CSC shall not act on, any appointment to fill up a vacant position unless it has been duly posted by the agency and included in the CSC Bulletin of Vacant Positions.
First offense: public censure without prejudice to withholding salary. Second offense (and so on): criminal prosecution, and upon conviction, imprisonment of two (2) years and/or a fine of not less than P5,000 nor more than P10,000 at the court’s discretion.
CSC has original and exclusive jurisdiction to investigate and recommend for prosecution. If the alleged violation is committed by the CSC Chairman or any CSC Commissioner, the Ombudsman has original and exclusive jurisdiction.
They do not apply during any period when there is a ban on hiring.
