Rules for Underwater Surveys on Vessels
Law
Mia Memorandum Circular No. 145
Decision Date
Jun 11, 1999
MIA Memorandum Circular No. 145 establishes rules for conducting underwater surveys and inspections of classed and non-classed passenger and cargo vessels to ensure maritime safety and compliance with the Philippine Merchant Marine Rules and Regulations, mandating specific procedures and certifications for vessel seaworthiness.

Questions (MIA MEMORANDUM CIRCULAR NO. 145)

It sets rules for the implementation of Regulation I/6 of the Philippine Merchant Marine Rules and Regulations (PMMRR) 1997, specifically governing underwater surveys as a requirement for the extension(s) of the Certificate of Inspection (CI) for certain passenger/cargo vessels and other vessels in Philippine waters.

No. The circular expressly states that underwater surveys are not intended to replace the mandatory drydocking requirement.

Underwater surveys must be conducted only by a MARINA-accredited underwater surveying company/entity.

1) Underwater Photographic Survey (still photography, typically before cleaning/repairs) and 2) Underwater Video Survey with CCTV (underwater video with CCTV and topside monitor recorded on NTSC).

MARINA requires Photographic, Video, and Underwater Ultrasonic Thickness Gauging in specified cases. The conduct of UUTG is always for the sole account of the shipowners/ship managers/bareboat charterers, and when required by MARINA, no ICI is issued without this test showing good condition.

It is a certificate issued to extend the validity of the Certificate of Inspection after a favorable result of the afloat and underwater survey/inspection in accordance with PMMRR 1997 and the circular.

An ICI has a validity of six (6) months and can only be extended for a maximum of six (6) more months (for classed vessels), provided afloat inspection and underwater survey/inspection are satisfactory.

Passenger ships must undergo underwater survey on the first anniversary of the last drydocking by a recognized underwater surveying company. If favorable, a CI for one (1) year will be issued.

No extension of drydocking is allowed beyond the two (2) mandatory drydockings.

All non-classed passenger ships shall be drydocked every year, and shall undergo underwater survey by a MARINA-accredited underwater surveying company.

Extension of CI may be granted to a maximum period of three (3) months, with validity of one (1) month for every issuance of ICI if meritorious. There shall be no further issuance of ICI after the expiration of the 3rd extension.

Non-classed cargo and fishing vessels shall be drydocked once every two (2) years.

They shall undergo underwater survey using Photograph and Video by a MARINA-accredited marine underwater surveying company/entity.

The full term Certificate of Inspection shall have a validity of one (1) year.

The circular states that cargo-passenger carrying vessels shall comply with the requirements for passenger ships.

Underwater surveys/inspection shall be performed on water with visibility of 80%.
