The purpose of DBM Budget Circular No. 2003-8 is to provide rules and regulations to implement the grant of Uniform/Clothing Allowance (U/CA) to all government personnel for FY 2004 and subsequent years as mandated under the annual General Appropriations Act (GAA).

The Circular applies to all government personnel in National Government Agencies (NGAs), State Universities and Colleges (SUCs), Government-Owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), and Local Government Units (LGUs), whether appointive or elective, full-time or part-time, permanent, temporary, casual, or contractual personnel whose employment is in the nature of regular employees.

Exemptions include uniformed personnel of the Department of National Defense, Department of Interior and Local Government, and Department of Transportation and Communications; foreign service personnel abroad; government personnel on leave without pay or training for more than six consecutive months; personnel whose U/CA rates are specified by special laws; and those hired on job order basis like consultants, experts, apprentices, and laborers of contracted projects.

The U/CA may be given either in cash or in kind, at the discretion of the agency head.

Newly hired government personnel are entitled to U/CA after they have rendered six consecutive months of service or in the next grant thereof, whichever comes later.

Generally, part-time personnel are not entitled to U/CA, except for medical personnel who shall receive one-half of the authorized amount in the GAA.

The mother agency, or the original agency of the government personnel, shall bear the cost of the U/CA.

The new agency shall grant the U/CA. However, if the new agency does not grant it, the employee is deemed to have been granted U/CA by the former agency.

Yes, personnel such as security guards, prison guards, firefighters, teachers, and those in direct contact with patients are granted U/CA even if they have not rendered six consecutive months of service.

The head of agency is personally responsible and liable for any U/CA grant not in accordance with the Circular's provisions and may require refund of any excess payment by the concerned personnel.
