The "Rules and Regulations of the Guidance and Counseling Act of 2004" provides guidelines for the implementation of the Act in the Philippines, covering the establishment of a regulatory board, examination and licensure process, practice regulations, and general provisions for the profession of guidance and counseling.

The short title is the Rules and Regulations of the Guidance and Counseling Act of 2004, also referred to as RR of R.A. No. 9258 or RRGCA 2004.

The State aims to promote improvement, advancement, and protection of the guidance and counseling profession by ensuring professional, ethical, efficient, and effective guidance services, fostering continuing professional development, and recognizing the role of guidance counselors in nation building.

It is a profession involving an integrated approach to developing a well-functioning individual by helping them utilize their potentials fully and plan their present and future per their abilities, interests, and needs. It includes counseling, psychological testing, research, placement, referral, group processes, and teaching related subjects.

A natural person registered and issued a valid Certificate of Registration and Professional Identification Card by the Professional Regulatory Board of Guidance and Counseling in accordance with RA 9258, who performs guidance and counseling functions under specialized training for compensation.

It consists of a Chairman and two Members appointed by the President from a list of three recommendees for each position submitted by the accredited professional organizations of guidance counselors.

They include supervising and regulating guidance counseling practice; evaluating qualifications; preparing and administering exams; issuing certificates and special permits; monitoring practice conditions; promulgating rules and code of ethics; investigating violations; and maintaining high ethical and professional standards.

Applicants must be Philippine citizens or qualified foreigners, not convicted of moral turpitude, graduates of recognized baccalaureate degrees in guidance or allied fields, and holders of relevant masteral or doctoral degrees covering core guidance and counseling subjects.

Persons who on or before March 2, 2004, possess specific academic qualifications and counseling experience as stated in Section 14 of RA 9258 may register without examination, such as holding advanced degrees plus teaching or counseling experience.

Violators committing fraud in acquiring certificates, or practicing without proper registration, may be punished with imprisonment from six months to eight years, a fine from fifty thousand to one hundred thousand pesos, or both at the court's discretion.

The examination includes Philosophical, Psychological and Sociological Foundations of Guidance; Counseling Theories, Tools and Techniques; Psychological Testing; Organization, Administration and Supervision of Guidance Services and Program Development; Group Process; and Career Guidance.
