It is issued pursuant to Section 27, Article VI of Republic Act No. 8560. It prescribes the rules and procedures for effective implementation of R.A. 8560 (Philippine Geodetic Engineering Act of 1998), including licensure, regulation, and standard-setting for the practice.

It consists of a Chairman and two (2) Members appointed by the President from a list of three (3) recommendees per position, chosen and ranked by the duly integrated and accredited association of geodetic engineers.

Official action by the Board (except administrative cases which are dispositive as provided) is effective only when approved by the Commission (PRC).

A quorum requires the presence of two (2) members, and approval requires a majority vote of two (2) members.

No official communication, certificate, resolution, decision, or other documents shall be brought outside the Commission premises for action without the written permission from the Chairman of the Commission.

They must establish: (1) Philippine citizenship; (2) graduation of B.S. Geodetic Engineering from a CHED-recognized school; (3) good moral character; and (4) physical and mental health.

Five subject groupings: (1) Rules and Regulations (20%); (2) Mathematics (20%); (3) Theory and Practice Surveying (20%); (4) Geodesy (20%); and (5) Cartography (20%).

A candidate must obtain a weighted general average of 70%, with no subject grade lower than 55%.

If the examinee has a weighted general average of at least 70% but got below 55% in any subject, they must take an exam only in the subject(s) below 55% within one (1) year from the last examination. If they again fail to get at least 55% in each re-examined subject, they are considered to have failed in both examinations (counted as one failure for purposes of the succeeding rule).

An applicant who fails to pass the board examination for the third time may take another examination only after the lapse of one year from the last examination taken.

They must take the oath of a professional before the Board or any government official or any person authorized by law to administer oaths, prior to entering upon practice.

The professional license is valid for three (3) years. Unless exempt from CPE, it is renewed every three (3) years on the geodetic engineer’s birth month upon presentation of earned CPE credit units and payment of the required fees.

Practicing geodetic engineers registered at the time R.A. 8560 took effect are automatically registered without payment of registration fees and may continue practicing, provided their licenses have not expired. Those delinquent in license fees are automatically registered only upon payment of delinquent fees including penalties/surcharges and after issuance of their renewed license.

A geodetic engineer delinquent in annual license fees for five (5) consecutive years or more may, after due process, be dropped from the Roll of Geodetic Engineers. Reinstatement requires application and payment of delinquent fees and surcharge and the registration fee without examination.

(1) No person may practice Geodetic Engineering in the Philippines unless licensed as provided by R.A. 8560. (2) No person shall stamp/seal documents with a registrant’s seal after the license has expired or lost validity unless reinstated and/or renewed.

The Commission investigates complaints and may forward records to the city/provincial prosecutor for criminal prosecution, and may also refer cases to the Board for administrative sanctions. On conviction, penalties include a fine of not less than P50,000 nor more than P200,000 and/or imprisonment of not less than six (6) months nor more than six (6) years.

All geodetic engineers registered under R.A. 4374 are integrated into one national organization accredited by the Board and Commission as the one and only accredited association. Upon registration, a professional automatically becomes a member of the accredited integrated association, without prejudice to membership in other associations.

They may practice as junior geodetic engineers for five (5) years, limited to specified surveying and plan-preparation tasks (e.g., original surveys not exceeding three lots with aggregate area not exceeding one hectare; topographic/hydrographic surveys not exceeding five hectares each; and preparing/signing specified plans). Lands adjoining covered areas generally cannot be surveyed within one year, and subdivision plans under certain limits cannot be further subdivided within one year. Work under supervision of a geodetic engineer may remove these limitations, with the junior signing only field notes while the geodetic engineer signs the survey plan.
