The primary purpose is to provide guidance and establish general operating procedures for the administration of the GMC to facilitate monitoring compliance with the Philippine Grid Code, ensure representation of all Users of the Grid, and specify processes for dispute settlement, enforcement, and revision of the Grid Code.

Users are persons or entities that use the Grid or Distribution System and related facilities, and to whom the Grid Code or Distribution Code applies.

The DOE was created pursuant to Republic Act No. 7638, with the mandate to supervise the restructuring of the electricity industry, develop policies and procedures, promote private investments and reforms, and ensure an adequate and reliable electricity supply.

The GMC is composed of appointed members representing the System Operator, Grid Owner, Market Operator, Large and Small Generators, Distributors, Electric Cooperatives from Luzon, Visayas, Mindanao, Suppliers, and Large Customers, with additional government agency representatives from ERC, DOE, and NEA serving as non-decision-making advisors.

The GMC monitors implementation of the Grid Code, evaluate and recommend on Grid operations, review connection standards, coordinate dispute resolution, enforcement, Code revisions, and prepare reports for submission to the ERC or other agencies.

A quorum consists of a majority of the current membership of the GMC, specifically at least 50% plus one member present.

When a dispute arises, parties attempt informal resolution; if unresolved, the party may register the dispute to the GMC, which facilitates discussions and possibly forms a committee for resolution; unsuccessful disputes go to a Dispute Resolution Panel via raffle, which hears the case and reports to the GMC, which then recommends actions to the ERC for final ruling.

The Dispute Resolution Panel members are chosen by raffle conducted by the Dispute Resolution Subcommittee from the regular GMC members, excluding any related parties to the dispute, and must have the technical background to understand the dispute's technical merits.

The Energy Regulatory Commission (ERC) may impose fines or administrative sanctions as prescribed under the Guidelines to Govern the Imposition of Administrative Sanctions pursuant to Republic Act No. 9136 for non-compliance or breach of the Grid Code.

The System Operator consults affected Users to seek agreement on appropriate action; if no agreement is reached, the System Operator decides necessary action if Grid security is at risk, and must answer to the GMC and ERC for any unjustified unilateral measures taken.
