Foreign artists, athletes, and religious preachers must secure a Special Work Permit (SWP) at least three working days prior to their scheduled event in the Philippines, or face sanctions and potential blacklisting.

The purpose is to prescribe the rules and procedures for processing applications of Special Work Permits (SWP) for foreign artists, athletes, and religious preachers to institutionalize and standardize the process.

Foreign artists performing in concerts or public performances, athletes participating in sports competitions, and visiting religious personalities conducting preaching activities are required to secure an SWP.

The promoter or organizer of the event in the Philippines must file the application on behalf of the foreign artist, athlete, or religious preacher.

The application must be filed at least three working days prior to the scheduled event.

The applicant must pay double the Express Lane fee amounting to One Thousand Pesos (Php1,000.00) per artist, athlete, or religious preacher.

The application shall be denied and sanctioned as provided in Section 5, which includes being ordered to leave and being blacklisted.

The Central Receiving Unit checks completeness and transmits the folder; the Office of the Commissioner evaluates and prepares a recommendation; the Commissioner acts on the recommendation; the Order and Official Receipts are released before the event; records are transmitted for safekeeping.

They shall be ordered to leave the Philippines and placed on the Bureau’s blacklist.

They shall be banned from further transacting with the Bureau of Immigration.

The Order took effect immediately upon approval on September 23, 2014.
