The Romblon State College in the Municipality of Odiongan, Province of Romblon is converted into a state university known as the Romblon State University.
The main campus is in the Municipality of Odiongan. Satellite campuses integrated are in San Fernando, Cajidiocan, San Agustin, Calatrava, San Andres, Santa Fe, and Santa Maria (all in Romblon), as stated in Section 1.
To primarily provide advanced education, higher technological/professional instruction and training in agriculture and fishery, forestry, science and technology, education, arts and sciences, and other relevant fields; to undertake research and extension services; and to provide progressive leadership in its areas of specialization.

It is transferred to the jurisdiction and supervision of the Department of Education (DepED), but it may remain and operate within the campus until currently enrolled students have completed high school.
The Chairperson is the Chairperson of CHED. The Vice Chairperson is the President of the University. The Board includes CHED, Senate and House education committee chairs, regional directors of NEDA, DOST, and DA, presidents of faculty association, student council, and alumni association, and two prominent private-sector citizens.
The Board appoints them from among at least five (5) qualified persons in Romblon submitted to the Board after publication of at least two consecutive weeks, based on nominations recommended by a search committee constituted by the University President in consultation with the CHED Chairperson and other Board members.
The two prominent citizens serve for two (2) years from appointment. The presidents of the faculty association, student council, and alumni association serve coterminously with their terms as provided in their respective constitutions and bylaws.
The Board meets at least once every quarter; it requires majority of all members holding office at the time of the meeting. The CHED Chairperson or a duly designated CHED Commissioner must be represented, and the Chairperson of the Board (or President of the University in the absence of CHED Chairperson per the proviso structure) must be present as required.
The Board may fix tuition fees and other charges after due consultations. Such fees and charges, including government subsidies and other income generated by the University, constitute special trust funds deposited in an authorized government depository bank, with interests accruing to the same funds. Income generated from tuition and auxiliary services and land grants may be retained by the University and disbursed for instruction, research, extension, or other programs, with fiduciary fees disbursed for their specific purposes.
The University must adopt and implement a socialized scheme of tuition and other school fees to give greater access to poor but deserving students.
It states the University enjoys academic freedom and institutional autonomy pursuant to paragraph 2, Section 5 of Article XIV of the Constitution.
It prohibits inquiry into political beliefs, gender preference, cultural/community affiliation, ethnic origin, and religious opinion/affiliation as grounds in faculty appointment; appointment must still follow Board guidelines and standards. It also provides that no faculty member shall teach for or against any particular church or religious sect.

All assets (real and personal), personnel, and records are transferred to the University, including liabilities or obligations. Faculty and personnel rights and security of tenure under existing laws prior to conversion are respected.
Parcels of land belonging to the government and occupied by the Romblon State College become property of the University and must be titled in the University’s name. If the University ceases, is abolished, or no longer needs the parcels, they revert to the concerned LGUs.
Within 120 days, the University must submit a five-year development plan with program budget to CHED (for DBM recommendation), undergo a management audit with CHED, and set up its organizational/administrative/academic structure, including key official appointments. CHED conducts regular monitoring and evaluation for continued compliance; if not compliant, CHED recommends revocation of university status to the education committees of Congress.
On or before the 15th day of the second month after opening of regular classes each year, the Board must file with the Office of the President through the CHED Chairperson and with both Houses of Congress a detailed report on progress, conditions, and needs of the University.
