The revocation was based on the provisions of Republic Act No. 7724, known as the Metro Manila Development Authority (MMDA) Law.
The revocation became effective on April 12, 1995.
The memorandum revoked deputation orders of officials and members of the Land Transportation Office, Department of Transportation and Communications, Metro Manila Authority, various Philippine National Police traffic commands, NAIA Officials and Airport Police, PNCC Officials and Expressways Patrol, Bureau of Fire Protection, AFP, LTFRB, DPWH, PIA, LGUs, COA, BOC, and PAGCOR.
They were authorized to enforce the Land Transportation and Traffic Code, Republic Act No. 4136.

They were required to surrender all unused Temporary Operator's Permit (TOP) booklets, deputation identification cards, and any other related paraphernalia issued by the LTO.
