The main purpose of Executive Order No. 468 is to revitalize the Volunteer Probation Aide (VPA) Program of the Parole and Probation Administration (PPA) to strengthen community involvement and participation in crime prevention, treatment of offenders, and criminal justice administration.

The Parole and Probation Administration (PPA) is responsible for the Volunteer Probation Aide Program.

A person must be a citizen of good repute and probity to be appointed as a Volunteer Probation Aide.

The appointment of Volunteer Probation Aides is authorized under Presidential Decree No. 968, otherwise known as the Probation Law of 1976, as amended.

Volunteer Probation Aides provide assistance and specialized services in the supervision and rehabilitation of offenders and in crime prevention efforts.

The PPA is directed to coordinate with other government agencies, non-government organizations, and peoples' organizations involved in volunteerism to develop related programs and attain program impact and synergy.

Specific agencies include the Philippine National Volunteer Service Coordinating Agency, Department of the Interior and Local Government, Philippine National Police Community Relations Office, National Police Commission, Liga ng mga Barangay, Department of Social Welfare and Development, and the National Prosecution Service of the Department of Justice.

The PPA is directed to review and revise the existing rules and regulations governing the VPA program and to establish new rules, subject to the approval of the Secretary of Justice.

Within 90 days from effectivity, the PPA must review its existing organization, system, and operations and submit recommendations to the Secretary of Justice for approval and endorsement to the Office of the President.

Funding for organizational changes and staffing adjustments will be taken from the available funds of the PPA.

All executive orders, instructions, rules, and regulations or parts thereof which are contrary or inconsistent with this Executive Order are repealed or modified accordingly.

It took effect immediately upon its signing on October 11, 2005.
