The maximum amount of training assistance granted under the SUP is P7,500 per course, inclusive of meal and transportation allowances for scholars referred at the National Maritime Polytechnic (NMP) in Tacloban City.
All Filipino seafarers who are active OWWA members are entitled to avail of the program.
Subsequent entitlements to the SUP benefit are allowed every after three recorded payments of OWWA membership contributions.
An application for SUP must be filed within 90 days from the date of the seafarer's arrival in the Philippines for vacation or following the expiration of his employment contract.
The applicant must submit proof of OWWA membership, accomplished Applicant Form, Seaman’s Identification and Record Book (SIRB), Pre-Qualification and Admission Report from the training center, two 1x1 photos, and the latest Community Tax Certificate at any OWWA Regional Welfare Office.
Courses include Deck Courses (e.g., Cargo Handling, Radar Navigation), Engine Courses (e.g., Marine Diesel Engineering), Specialized and Safety Courses (e.g., Fire Fighting, Medical First Aid), and Culinary, Gallery and Steward Department Courses (e.g., Bread and Pastry Techniques, Catering Management).
Training centers must have a valid training permit issued by authorized government institutions, no pending administrative cases, comply with government standards, have the required training curriculum and facilities, and be able to accommodate OWWA scholars.
Applicants submit requirements to the RWO, are screened and evaluated, receive a scholarship voucher upon approval, enroll in the training center, complete training, and receive a Certificate of Completion from the RWO.
The Membership Processing Center (MPC) serves as a clearing house that certifies availment/non-availment electronically. The Management Information System (MIS) then automates clearing all claims and availments.
The MOI No. 001, s. 2007 took effect immediately upon its adoption on January 20, 2007.
