The primary purpose is to adopt and implement revised standards and procedures for the accreditation and monitoring of training and assessment programs conducted by maritime education and training providers to comply with the 1978 STCW Convention as amended.

Maritime education and training providers are institutions conducting maritime training and assessment programs which are duly accredited by the Maritime Training Council.

The Executive Director of the MTC Secretariat is responsible for the implementation of the Standards and Procedures and will issue necessary implementing circulars, instructions, clarifications, or interpretations.

They must submit a covering letter, self-assessment of compliance, qualifications of instructors, inventory of training equipment and teaching aids, quality system documentation, administrative requirements checklist, and fees, among other documents specified in Section 6.1.

It is a document issued by the Maritime Training Council to a maritime training center that has complied with all the requirements governing the accreditation of training programs.

It is valid for three (3) years from the date of issue unless sooner revoked for cause.

Non-compliance with any provision of Sections 7 and 8 related to training and assessment standards and procedures is a ground for suspension or revocation of accreditation.

Major non-conformances include total disregard of approved standards and curricula, unqualified supervisors/instructors/assessors, inadequate policies or procedures, enrolling unqualified trainees, overcrowding, ill-equipped classrooms, incomplete equipment or teaching aids, lack of assessment policies, and absence of a quality system.

The Internal Verifier ensures assessors have the necessary documents and tools, that assessments are conducted per procedure, only qualified trainees are certified, and assumes responsibility for assessment matters with the Training Center and MTC Secretariat.

The quality system shall be evaluated at least once a year by a recognized external quality body.

A class shall not exceed 24 trainees, with no more than 6 trainees per group during practical training.

They must immediately stop conducting training for the specified course program as a result of deficiencies and/or violations found after investigation.

Fees include a Php 250.00 filing fee per course, Php 500.00 inspection fee per course, and Php 250.00 re-inspection fee per course.

No, an instructor cannot conduct the assessment of their own class for certification purposes.

It is a prescribed report indicating names of trainees who have completed the course and demonstrated competence, certified by the qualified assessor and training director, and submitted to the MTC Secretariat.
