The revised schedule of administrative fees and charges for the Land Transportation Office, effective June 1, 1994, outlines new rates for driver's licenses, permits, and various vehicle-related services, alongside penalties for violations of land transportation laws.

It took effect on June 1, 1994, as directed in the LTO May 16, 1994 issuance, implementing Department Order No. 93-693 that was deferred and later approved by the President (Presidential Memorandum dated April 20, 1994).

It adopts a revised schedule of administrative fees and charges of the Land Transportation Office (LTO), including fees for licenses/permits, other registrations and certifications, and administrative fines/penalties for specified traffic-related violations.

Non-Professional: PHP 180.00; Professional: PHP 240.00.

Student Permit: PHP 50.00; Application fee for Student Permit and Driver’s License: PHP 25.00.

Duplicate License: PHP 30.00.

Fine: PHP 2,000.00. For the 2nd offense: 1-year suspension in addition to the fine; subsequent violation causes revocation of the driver’s license.

Fine: PHP 750.00.

If issued an authentic license: the authentic license is confiscated and suspended for 6 months in addition to the fine (PHP 1,500.00). If not issued an authentic license: not qualified to secure a driver’s license for 6 months in addition to the fine.

Fine: PHP 300.00.

Fine is PHP 450.00 each (driver and owner). If driver is also the owner, the MV shall be impounded until properly registered.

Illegal transfer/use (except security plates on authorized vehicles): PHP 7,500.00; owner/operator presumed to have caused or permitted the illegal transfer. Driver involved: suspension of DL for 1 month. If the MV is used/involved in a crime: penalty imposed and the motor vehicle is impounded; fine stated: PHP 10,000.00.

Each offense requires fines paid by both driver and owner/operator (Dr.: PHP 500.00; Opr.: PHP 500.00). Additionally: 1st offense—confiscation and suspension 1 week; 2nd—confiscation and suspension 1 month; 3rd—3 months suspension; 4th—revocation of DL, all in addition to the fine.

The revised rates must be published once a week for two (2) consecutive weeks in two newspapers of general circulation in the Philippines, and shall take effect fifteen (15) days thereafter.

All Department Memorandum Orders, Circulars, and other administrative issuances in conflict are deemed revoked, amended, or revised accordingly.
