The CES is a continuing pool of well-selected and development-oriented career administrators belonging to the third level of the civil service who provide competent and faithful service.
The Career Executive Service Board (CESB) is the governing body of the Career Executive Service.
CES Eligibility is the eligibility conferred to a person who passes the four-stage CES Eligibility Examination process and meets other requirements prescribed by the Career Executive Service Board.

Applicants must be Filipino citizens of good moral character, below the compulsory retirement age of 65, and must meet specific managerial experience conditions, such as holding or acting as officer-in-charge of a CES position for at least six months or a division chief position with at least three years managerial experience.
The overall passing mark is at least 80%, with at least 45% in each of the three sub-tests.
An applicant may retake the MATB within one year if they scored 50% or above, but after three failures, they are disqualified from retaking the exam for five years.
The Board shall invalidate the application without prejudice to the filing of appropriate administrative and/or criminal cases against the applicant.
An applicant may complete the examination process, but conferral of CES Eligibility is withheld if there is a pending grave administrative case or pending criminal case unless cleared or exonerated.
