It covers Voluntary Offer to Sell (VOS) and Compulsory Acquisition (CA) of agricultural lands subject to Republic Act No. 6657, and lands acquired under Executive Order No. 407, including private agricultural lands voluntarily offered for sale, idle or abandoned lands, and other lands falling under RA 6657 coverage.

All landowners whose lands are subject to coverage under RA 6657 may voluntarily offer their lands for sale to the government, except those who have already received Notices of Coverage.

Agrarian Reform Beneficiaries (ARBs) must continue paying lease rentals based on existing guidelines until the landowner signs the Deed of Transfer or compensation is deposited by the LBP. The landowner retains their share of any standing crops per Section 28 of RA 6657.

Compensation is agreed upon by DAR, LBP, and the landowner based on RA 6657 criteria or the value set under administrative proceedings or decided by competent courts.

They are entitled to an additional 5% cash payment pursuant to Section 19 of RA 6657, except banks and financial institutions.

The landowner files a Letter Offer with basic ownership documents to any DAR office, which then forwards it to the municipal DAR office for processing and documentation.

The joint field investigation involves DAR Municipal Office, Land Bank of the Philippines (LBP), Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Bureau of Agrarian Reform Communities (BARC), landowners, and prospective ARBs.

The DAR forwards the case to the DAR Adjudication Board or appropriate review body. Meanwhile, LBP deposits the compensation in the name of the landowner. The landowner may contest the decision in the Special Agrarian Court if dissatisfied.

The ROD registers the Deed of Transfer (DOT) and issues new Transfer Certificates of Title (TCT) in the name of the Republic of the Philippines or the Republic's representative (RP), facilitating the change of ownership.

Trust accounts under Administrative Order No. 1, S. 1993 are converted into deposit accounts in the names of landowners or converted to deposits in cash and bonds. DAR officers must inventory claim folders and coordinate with LBP for establishing new deposits and certifications.
