The Revised Implementing Rules and Regulations of the Sangguniang Kabataan Reform Act empower Filipino youth, aged 15 to 30, to actively participate in local governance and community development through structured programs, comprehensive planning, and representation in decision-making processes.

It prescribes the implementing rules and regulations to better empower the Sangguniang Kabataan (SK) by defining how youth representation and participation in local governance and nation-building will be implemented under RA 10742, as amended by RA 11768.

In every barangay, the KK is composed of citizens residing in the barangay for at least six (6) months, aged 15 to 30 years old, and duly registered in the COMELEC voter list and/or based on the list of SK members under the custody of the SK secretary.

The SK secretary continuously updates the KK list, requiring proof of age and residence (e.g., birth certificate or valid ID or legal document indicating birth date and residence), with residency reference using the Registry of Barangay Inhabitants.

The KK elects the SK chairperson and seven (7) members, and acts as the highest policy-making body to decide on youth matters in the barangay, consulting and securing the concurrence of majority KK members present (as quorum) in formulating and approving SK policies, plans, programs, and activities such as CBYDP and ABYIP.

The first KK general assembly must be convened not later than three (3) months after SK election results are proclaimed. Regular assemblies must be held at least once every six (6) months.

The SK chairperson must notify KK members via traditional and non-traditional media and post written notice in at least three (3) conspicuous places. Notices must be posted at least three (3) days prior, except for special assemblies where posting is at least one (1) day before the meeting.

In every barangay, the SK is composed of a chairperson and seven (7) members elected by the KK based on the COMELEC list of registered voters.

Within three (3) months from assumption, the SK must formulate and publicize a three (3)-year CBYDP as basis for ABYIP. It must approve the annual budget (annual slice of ABYIP) before the start of the succeeding fiscal year, and may approve a supplemental budget if funds allow.

The SK must formulate and approve its Internal Rules of Procedure (IRP) governing organization and operation, including committees, meeting schedule, order/calendar of business, legislative process, parliamentary procedures, and discipline rules for disorderly behavior and absences without justifiable cause.

A majority of SK members including the SK chairperson constitutes quorum. The SK chairperson presides; in her/his absence, the highest-ranking elected SK member presides; in their further absence, remaining quorum members choose among themselves. The SK secretary presides in her absence or another designated KK member serves as secretary and turns over minutes.

They must be Filipino citizens, qualified voters/registered KK members, barangay residents for at least one (1) year before election, and at least 18 but not more than 24 years old on election day. Exceeding 24 days in excess is a ground for disqualification. SK treasurer and secretary must be 18 to 30 on appointment day; exceeding 30 is disqualifying.

They must not be related within the second civil degree of consanguinity or affinity to any incumbent elected national/regional/provincial/city/municipal/barangay official in the locality, and must not have been convicted by final judgment of any crime involving moral turpitude.

They must declare the statement that they are not related within the second civil degree of consanguinity or affinity to any incumbent elected official in the locality where they seek election.

The SK chairperson must appoint a treasurer with an educational or career background relating to business administration, accountancy, finance, economics, or bookkeeping. The treasurer must undergo mandatory bookkeeping training from and be certified by TESDA prior to assumption of office, and this TESDA certification is the only certification considered for appointment.

SK funds must be deposited in the name of the SK in a government-owned bank situated in or nearest to the barangay’s area of jurisdiction, with the SK chairperson and SK treasurer as official signatories, and are disbursed under an annual/supplemental budget aligned with CBYDP/ABYIP.
