The Chief of the Philippine National Police has issued revised implementing rules and regulations for Republic Act No. 10591, establishing a comprehensive framework for the ownership, possession, and regulation of firearms and ammunition to enhance public safety and combat illegal firearms proliferation.

It emphasizes maintaining peace and order, protecting people from violence, and recognizing the right of qualified citizens to self-defense using firearms as a reasonable means to repel unlawful aggression—while regulating ownership, possession, carrying, manufacture, dealing in, and importation to stop proliferation of illegal firearms and related manufacture.

A firearm is any handheld or portable weapon designed to expel a bullet/shot/slug/missile/projectile by expansive force of gases from burning gunpowder or similar combustion; for the law, the barrel, frame, or receiver is considered a firearm.

Small arms are intended for individual use and generally not capable of fully automatic bursts and do not exceed the caliber limit of a light weapon (includes handgun, rifle intended for sports shooting only, and shotgun). Light weapons are classified as Class-A (certain self-loading pistols/rifles/carbines/submachine guns/assault rifles/light machine guns not exceeding 7.62mm fully automatic mode) and Class-B (crew-served weapons or those exceeding 7.62mm, heavy machine guns, portable grenade launchers, mortars <100mm, etc.).

The applicant must be a Filipino citizen; at least 21 years old; have gainful work/business or filed an ITR for the preceding year (with specified proof options); submit NP clearance, NBI clearance, NP clearance, drug test certificate; pass a Gun Safety and Responsible Gun Ownership Seminar; submit proof of billing/mail/lease/barangay certification; submit government ID copy; and for Types 3 to 5 submit a Firearm Licensee Bond Policy.

National Police Clearance, NBI clearance, Neuro-psychiatric (NP) clearance, and drug test certificate (from PNP Crime Laboratory or DOH-accredited labs/clinics).

Section 4.2 states the acquittal/permanent dismissal qualifies the applicant to acquire a license.

Applicants intending to possess firearms owned by security/juridical entities must submit the original/authenticated Duty Detail Order (DDO) as authority to possess the subject firearm, and the DDO must be submitted to the CSG-FEO at least one day prior to actual posting along with the applicant’s LESP copy.

The Chief, PNP through the FEO, after processing the application, approves issuance of licenses and causes registration of firearms in accordance with the Revised IRR.

Type 1: up to 2; Type 2: up to 5; Type 3: up to 10; Type 4: up to 15; Type 5: more than 15 for certified gun collectors.

They must comply with PNP inspection requirements limited to visual, announced seven days prior, conducted during office hours, in the presence of the licensee or representative, limited to compliance on vault requirement.

Only small arms may be registered for ownership, possession, and concealed carry by licensed citizens/juridical entities.

The license to own/possess firearms necessarily includes possession of ammunition appropriate to the registered firearm, but not exceeding 50 rounds per firearm at any given time.

They must secure a sports shooter’s license; then they may possess more than 50 but not more than 1,000 rounds for each registered firearm for practice/competition.

A Permit to Carry Firearm Outside of Residence (PTCFOR). It is issued to a licensed citizen whose life is under actual threat or imminent danger, allows carrying outside residence/place of business, and has validity of one (1) year only.

PTCFOR is non-transferable; display is prohibited (handgun must be concealed and encased in a hand luggage; rifles/shotguns must be cased and secured inside a motor vehicle); prohibited from places of worship, public drinking/amusement places, certain public establishments during events/celebrations. Violations are grounds for immediate revocation of PTCFOR.

Reloading machines must be serialized and registered with the FEO; registration is valid for four (4) years and renewal must be done six (6) months before expiration.

License to Manufacture (including amendment/renewal) is approved by SILG; License to Deal is approved by the Chief, PNP. Both licenses are valid for five (5) years, unless extended in meritorious cases under the IRR conditions.
