The Revised Implementing Rules and Regulations on the Registration of Boat Builders/Repairers establishes uniform standards and guidelines for the registration of companies engaged in boat building and repairing activities in the Philippines, including requirements for licenses, qualifications, and obligations.

The main objective is to provide standards, requirements, and guidelines for the registration and licensing of all entities engaged in shipbuilding and/or ship repair activities in the Philippines.

All shipyards owned or operated by Filipino citizens and/or foreign nationals, corporations, partnerships, cooperatives, and entities engaged or intending to engage in shipbuilding and/or ship repair activities within the Philippines.

A Builderas Certificate is a certificate issued by a MARINA-Registered Shipyard to ships that are constructed, converted, altered, modified or rebuilt upon satisfactory compliance with the design and construction requirements under relevant MARINA rules and regulations.

All entities must be properly registered and issued a Certificate of Registration by MARINA and must also secure a license to undertake shipbuilding and/or ship repair activities.

The entity or person shall be subject to closure by MARINA in coordination with law enforcement authorities after due process, including the imposition of administrative fines for violations.

The license is valid for five (5) years, subject to annual endorsement unless revoked or cancelled.

Shipyards are classified into Class A, Class B, and Class C based on facilities capability and paid-up capitalization or capitalization plus assets ranging from P10,500,000 for Class C to P50,000,000 for Class A.

All MARINA-Registered Shipyards licensed under this Circular must secure ISO 9001:2015 on Quality Management System from a PAB-accredited certification body within one year of the circular's effectivity.

Applicants must submit an Alien Employment Permit issued by DOLE or BID for foreign nationals as part of licensing, issuance, upgrading, or renewal processes.

Penalties range from PHP 1,000 to PHP 12,000 per document per violation depending on shipyard class, with cancellation or revocation of license for repeated violations.
