The PCA Service is a deferred payment scheme offered to public and private business firms and institutions and individual bulk mailers, intended to encourage bulk mailers to patronize PPC products and services by allowing them to post mails with billing on a monthly cycle.

The guidelines govern all aspects of management and operation of the Service, covering both (1) PCA Holders and (2) PPC postal officials and employees involved in managing and operating the PCA Service, including account holders prior to the effectivity of the guidelines.

The holder must have minimum monthly mailing charges amounting to PHP 10,000.00.

Domestic: Ordinary, Registered (with or without Registry Return Receipt), Special Delivery, Priority Mail, Express Mail, Small Packet, and Parcels. International: Ordinary (Letter Post), Registered (with or without Registry Return Receipt), Express Mail, Small Packet, and Parcels.

Holders must post their mails and pay their accounts only at the Post Office where the Authority was granted.

Unpaid accounts are subject to a surcharge of 1/30 of 1% (0.00033) for every day of delay in payment.

A holder with unpaid account for at least three (3) consecutive billing periods is considered delinquent. Subsequent mailing shall not be accepted, and the Postmaster refers the delinquent account to the Legal Affairs Section, Regional Office for appropriate legal action.

The Authority is valid for two (2) years from the date of approval, subject to renewal.

They must submit: (1) Certificate of Registration issued by DTI or SEC; (2) latest financial statement; and (3) Certificate of Availability of Funds for two (2) months’ estimated mailing expenses issued by the Accountant or Treasurer.

The Postmaster verifies authenticity of the application and attachments, forwards the verified application to the Accounting Section, Regional Office within five (5) days for determination of credit limit; Accounting Section forwards to the Records Unit within three (3) days for assignment of PCA Number; Records Unit forwards to Regional Director for approval; Records Unit transmits approved applications to the Postmaster and retains the duplicate, and the Postmaster transmits the original to the applicant.

The Postmaster must notify the holders two (2) months before expiration. Renewal is granted only upon payment by the holder of all outstanding balances.

Payment must be made on or before the 25th day of the following month. If the 25th falls on Saturday, Sunday, or a holiday, the due date is moved to the next working day; amounts paid after the due date are considered in default and accrue penalty per day of delay.

Payment is allowed by check or Postal Money Order payable to Philippine Postal Corporation, accepted at the billing Post Office. Post-dated and out-of-town checks shall not be accepted.
