The State's policy is to promote full employment through improved manpower allocation and utilization by providing free employment facilitation services through the Public Employment Service Office (PESO).
The general objective is to ensure the efficient and effective conduct of Job Fairs through rationalization and establishment of standards in securing job fair permits, and defining the roles and responsibilities of all key players involved.
Participating Entities include local companies, Licensed Recruitment Agencies (LRAs), Private Recruitment and Placement Agencies (PRPAs), and Job/Sub Contractors participating in the Job Fair.
They must submit a duly accomplished Job Fair Permit Application Form, a copy of their Certificate of Registration, list of participating entities with Phil-JobNet accounts, valid NBI/Police clearances, prove a minimum net worth of PHP 500,000 or paid-up capital of PHP 2,000,000, copies of licenses of participating entities, list of job vacancies or approved job orders, and location map/layout of the venue.
National Government Agencies, PESOs, and Educational Institutions hosting Job Fairs solely for their students and graduates within their premises are exempted from securing a Job Fair Permit, provided certain coordination and notification requirements are met.
The Job Fair Permit shall not exceed three (3) days and is valid only for the venue indicated in the permit.
No Job Fair shall be conducted without a permit except exempted entities; no fees shall be collected from job seekers except authorized placement fees; no participation fees from entities except direct costs; no advertisement before permit issuance; no job orders advertisement without POEA clearance; entities must be registered on Phil-JobNet; manpower pooling is prohibited; LRAs must have Job Fair Authority; and no JFA issued before Job Fair permit.
Violations involving local employment recruitment and placement are punishable under Articles 39 and 288 of the Labor Code, as amended.
The Department of Labor and Employment (DOLE) Regional Office through its Field Office that has jurisdiction over the Job Fair venue is responsible for issuing the Job Fair Permit.
The POEA issues Job Fair Authority to Licensed Recruitment Agencies participating in the Job Fair, supervises recruitment for overseas employment during the Job Fair, monitors deployment of applicants overseas, and approves job orders posted during the Job Fair.
