The basic policy is to promote the conservation of biodiversity and sustainable development in protected areas and buffer zones to maintain essential ecological processes and enhance people's capacity to sustain human life and development, as well as plants and animals.

Allowable zones are management zones of the protected area where sustainable development and/or resource utilization is allowed.

CBP is a program that gives opportunities to organized tenured migrant communities and indigenous peoples to manage, develop, utilize, conserve, and protect the resources within protected areas and buffer zones consistent with the Protected Area Management Plan (PAMP).

Tenured Migrant Communities are groups of persons verified to have been actually and continuously occupying a portion of the protected area for at least five years before its establishment and are solely dependent on it for subsistence.

It is an agreement between DENR and organized tenured migrant communities or indigenous peoples for tenure over CBP areas, valid for 25 years and renewable for another 25 years, allowing them to manage and conserve resources consistent with the Community Resource Management Plan.

The PAMB-CBP Committee handles all matters relating to the Community Based Program and is composed of DENR regional technical directors, local management units, and selected PAMB members.

The four stages are: (1) Preparatory stage; (2) People's Organization formation and provision of security of tenure; (3) Planning stage; and (4) Implementation stage.

(a) Neglect or violation of terms and conditions after written notice; (b) Violation of environment and natural resources laws; (c) Unauthorized land conversion; and (d) National interest determined by the DENR Secretary.

The PO is an organized group of tenured migrant communities or indigenous peoples that collectively manage, develop, utilize, conserve, and protect resources within the CBP area.

They must submit an accomplished application form, certificate of registration, list of officers or indigenous council, member list certified by PAMB, and a resolution or proof of consent to apply for the PACBRMA.

The CRMP is the plan prepared by the PACBRMA holder detailing strategies for sustainable management and utilization of resources in the CBP area, consistent with the PAMP.

It involves IEC campaigns, forming institutional linkages, identification of CBP areas, and processing conflicting claims.

Conflicting claims are filed before the Regional Executive Director who creates an arbitration group chaired by RTD for PAWCZMS to investigate and report findings within 30 days; RED then decides within 15 days.

CBFMAs issued in proclaimed watersheds and mangrove reserves continue to be implemented provided resource utilization conforms with the Protected Area Management Plan, with DENR monitoring.

The Integrated Protected Area Fund (IPAF) is a trust fund established to finance projects under NIPAS, including the CBP.
