The Cooperative Development Authority establishes revised guidelines for issuing Certificates of Good Standing (CGS) to cooperatives, outlining requirements, purposes, and administrative responsibilities to ensure compliance with the Philippine Cooperative Code and facilitate access to incentives and privileges.

The primary purpose is to set the requirements, establish administrative responsibilities within the Cooperative Development Authority, and set standards to avail incentives and privileges accorded to cooperatives as provided under RA 9520 and RA 6939.

An Operating Cooperative is one that performs cooperative activities with business operations, whether realizing gains or losses; however, this business operation requirement can be waived for newly registered cooperatives existing for not more than one year from registration.

Accountable Officers are persons responsible for handling funds, securities, and properties of the cooperative, including but not limited to the Chairman, Manager, Treasurer, Cashier, and Secretary.

The cooperative must submit a letter request signed by the Chairman or authorized representative, proof of compliance to statutory reports for the preceding fiscal year, updated bond of accountable officers/employees, minutes of the General Assembly Meeting for the current/preceding year, and pay the certification fee.

A penalty of Php 300.00 shall be imposed for late filing of application for regular purposes.

The Executive Director has the approving authority for CGS applications by tertiary cooperatives, cooperative banks, and insurance cooperatives or those within the jurisdiction of the Central Office for regular purposes.

The Board may waive requirements for statutory reports and minutes of the General Assembly meeting upon recommendation if compliance is impossible due to force majeure, calamity, or fortuitous events, subject to certification from the LGU or other concerned agencies.

Cooperatives must secure a CGS for regular purpose on or before April 30 of the current year to avoid penalties for late filing.
