The territorial jurisdiction of the City of Caloocan comprises the present territorial jurisdiction of the Municipality of Caloocan in the Province of Rizal.

The Mayor is the chief executive of the City of Caloocan.

The Mayor must be at least twenty-five years of age, a resident of the city for at least two years prior to election, and a qualified voter in the city.

The Mayor may grant or refuse municipal licenses or permits of all classes, revoke the same for violation of conditions, or for good reason of general interest.

The City Administrator serves as the budget officer, is responsible for personnel systems, prepares pay plans, conducts studies on city operations, prepares reports, and acts as executive director of the City Development Council, among other duties.

The Municipal Board is composed of the Vice-Mayor as presiding officer and twelve councilors elected at large. It has legislative powers including levying taxes, making appropriations, fixing salaries, providing public services, and enacting ordinances for general welfare.

The City Treasurer acts as the chief fiscal officer, collects taxes, licenses, rents, administers public markets and slaughterhouses, disburses funds according to appropriations, and renders financial statements to the Mayor and Municipal Board.

The City Court has jurisdiction concurrent with the Court of First Instance in criminal cases under city ordinances and certain other cases including preliminary investigations, administrative functions, and trials for violations of city laws.

Exemptions include lands owned by the Republic of the Philippines, Rizal Province or Caloocan City used exclusively for religious, charitable, scientific, or educational purposes; small valued properties under certain thresholds; and machinery for industrial or agricultural purposes during the first five years of operation.
