The Revised AFP Modernization Program establishes a comprehensive 15-year plan to enhance the capabilities, technology, and human resources of the Armed Forces of the Philippines, ensuring effective responses to internal and external security threats through strategic acquisitions and development initiatives.

RA No. 10349 is an act amending Republic Act No. 7898, which is the Revised AFP Modernization Program.

Acquisitions must be made according to the need to develop AFP capabilities under modernization objectives; synchronized with the phase-out of uneconomical and obsolete major equipment; and subject to additional procurement limitations provided in the law.

No major equipment or weapons system shall be purchased if it is not used by the armed forces in the country of origin or used by the armed forces of at least two countries.
