Question & AnswerQ&A (ATO MEMORANDUM CIRCULAR NO. 09-95)
An Aircraft or Class I product must have its Aircraft Type Certificate and Noise Type Certificate revalidated by the Air Transportation Office (ATO).
The manufacturer or the Type Certificate Holder is eligible to apply. In special cases, a person or aircraft owner/operator authorized by the manufacturer or Type Certificate Holder may apply.
The application should be forwarded to the Chief, Aviation Safety Division, Air Transportation Office, NAIA, Pasay City, through the Chief, Aircraft Engineering Section.
Documents include: authenticated Type Certificate and Data Sheet, Supplemental Type Certificate (if applicable), general aircraft description, compliance checklist, equipment list, weight and balance program, production test flight report, compliance reports, service publications, various manuals, wiring diagrams, parts catalog, and assembly instructions.
The ASSEC may grant exemptions if the level of safety is not impaired, and may also surrender, suspend, revoke, or terminate the revalidated certificates by order.
They are eligible for importation into the Philippines and can obtain Philippine airworthiness certificates and aircraft registration if desired.
It remains effective unless sooner surrendered, suspended, revoked, or terminated by order of the ASSEC.
They must be approved by the ATO and inspected by an ATO Aeronautical Engineer prior to installation.
Required documents include Parts Manufacturer Approval or Technical Standard Order, test reports showing compliance, proof of agreement if manufactured by someone other than the designer, and technical drawings with instructions.
The applicant must be the manufacturer or a duly authorized representative.
The basis includes applicable civil air regulations established or adopted by the Philippine government, with possible exemptions granted by the ASSEC.
The ATO acknowledges receipt, defines certification basis, schedules technical visits and test flights, and monitors compliance via an Aeronautical Engineer.
All conflicting orders and memoranda are rescinded.
