The circular addresses the prohibition of using Philippine Postal Corporation (Philpost) facilities and PO Boxes by Private Express and/or Messengerial Delivery Service (PEMEDES) firms for returning undelivered mails or other related uses.
PEMEDES firms were dropping undelivered mail marked 'Return to Sender' in Philpost street mailboxes and using Philpost PO Boxes as return addresses for undelivered mail, which is prohibited.
The circular directed that the notice instructing to return undelivered mail to Philpost PO Box must be cancelled or stricken out on the envelope face.
The penalty for the first offense is a fine of Two Thousand Pesos (P2,000.00).
The authority issued by the Department to operate private express and/or messengerial delivery service will be cancelled.
It is inimical to harmonious relations among postal delivery service operators and undermines the Department's policy to improve the quality of PEMEDES firms' services.
