Republic Act No. 9994 is entitled "An Act Granting Additional Benefits and Privileges to Senior Citizens Further Amending Republic Act No. 7432, as Amended, Otherwise Known as an Act to Maximize the Contributions of Senior Citizens to Nation Building, Grant Benefits and Special Privileges and for Other Purposes."
Senior citizen end-users are entitled to discounts on their electricity consumption under RA No. 9994.
The Energy Regulatory Commission (ERC) is mandated to formulate the supplemental guidelines on the rate recovery mechanism for the implementation of senior citizen discounts by electricity distribution utilities.
The ERC Resolution No. 23, Series of 2010, was approved on December 15, 2010.
Sections 4 and 5 of Republic Act No. 9994 relate to the discounts to qualified senior citizen end-users and the subsidy from subsidizing end-users on electricity consumption.
The DSWD promulgated the Implementing Rules and Regulations (IRR) of RA No. 9994 on June 18, 2010.
The ERC conducted public consultations on the proposed rules on September 22, September 29, and October 6, 2010, before adopting the rules.
The Resolution took effect fifteen (15) days following its publication in a newspaper of general circulation in the country.
