The Energy Regulatory Commission establishes rules for the type approval of watt-hour meters used in revenue metering by distribution utilities and redistributors to ensure accuracy and protect public interest.

Q&A (ERC Resolution NO. 22, S. 2010)

Section 16(f) of Commonwealth Act No. 146 (CA 146), as amended, mandates the ERC to establish reasonable rules, regulations, instructions, specifications and standards to secure the accuracy of all meters.

Section 2 of Commonwealth Act No. 349 (CA 349) authorizes the ERC to inspect, examine, and approve periodically all meters used by all public services to ensure their accuracy.

Section 43(t) of RA 9136 empowers the ERC to perform such other regulatory functions as are appropriate and necessary to ensure the successful restructuring and modernization of the electric power industry.

The Rules aim to protect the public interest by ensuring that watt-hour meter products installed by Distribution Utilities (DUs) or Redistributors conform to standards and requirements adopted by the ERC to guarantee the proper functioning of meters under normal working conditions.

Distribution Utilities (DUs) and Redistributors who install watt-hour meter products for revenue metering are the primary entities affected.

The Rules establish a common database of acceptable types of watt-hour meters for reference by all DUs and Redistributors when procuring meters for their customers' use.

The ERC conducted expository presentations and public consultations to solicit comments from interested stakeholders and posted revised draft Rules on the ERC website incorporating these comments.

This Resolution took effect fifteen (15) days following its publication in a newspaper of general circulation.

All rules and guidelines or portions thereof issued by the ERC not consistent with these newly adopted Rules are repealed or modified accordingly.

Copies are to be furnished to the University of the Philippines Law Center (UPLC) - Office of the National Administrative Register (ONAR) and all entities engaged in electricity metering.
