The Resolution cites Section 13 of Republic Act No. 877 (Philippine Nursing Law) as the legal basis requiring graduate nurses to undergo clinical experience before being admitted to take the licensure examination.
The Resolution states that a graduate nurse must complete 10 major and 10 minor scrubs for OR experience.
The original delivery room requirements mentioned are: 10 handled, 15 assisted, 15 observed scrubs, and 10 cord dressings.
The Board proposed reducing the OR and DR requirements to two (2) major and two (2) minor scrubs for OR, and to two (2) handled, two (2) assisted, two (2) observed, and two (2) cord dressings for DR.
The Board believed that more than two (2) exposures of a student to OR and DR experiences are needed to fully comprehend, internalize, and integrate the competencies required, especially for developing skills for safe practice.
Because, based on its observations during nationwide inspections, issues included: inadequate/unqualified deans and faculty relative to increased enrollment; ill-equipped and inadequate schools/health facilities; and lack of adequate clinical resources, particularly for OR and DR experiences.
It conducted an opinion survey of 250 nurse-instructors and nursing service administrators. Of these, 185 (74%) recommended retaining the existing OR-DR requirements.
From 10% of sampled respondents among a total of 10,713 examinees, the Board reported mean averages for competency development as follows: OR Major 9.5, OR Minor 15.5, DR Handled 7.9, DR Assisted 8.06, DR Observed 7.62, and Cord Dressing 9.65.
It stated that reducing the requirement to a reasonable number may be warranted provided a supplemental case study is required to demonstrate the students’ ability to integrate.
Operating Room: Major = 5; Minor = 5.
Delivery Room: Handled = 5; Assisted = 5; Cord Dressing = 5. (The Resolution also includes a “Family Case Study” requirement as part of the overall requirements.)
The Board required one (1) Family Case Study.
They must certify completion of the required number of scrubs/cases, including the patient’s name, case number, date of operation or delivery, and the doctor or attendant at birth.
The original certification must be submitted to the Board of Nursing, while the duplicate must be filed in the school with supporting documents for record reference and verification.
After approval by the Commission, it would take effect starting the June 1990 nurse licensure examination.
The Resolution would only take effect after it is approved by the Commission; before that approval, it is not yet effective as a binding requirement.
Copies were to be sent to all Deans of Colleges of Nursing for dissemination and compliance.
