The Energy Regulatory Commission (ERC) has approved amendments to the testing and maintenance procedures for electric meters, enhancing criteria for acceptance testing and establishing a mandatory two-year testing cycle for in-service meters to ensure compliance and reliability.

Questions (ERC Resolution NO. 21, S. 2013)

The ERC cites its authority under Section 16(d), (e), (f) and (g), and Section 17(d) of Commonwealth Act No. 146, as amended, and Commonwealth Act No. 349.

ERC Resolution No. 12, Series of 2009, which adopted the Rules and Procedures for the Test and Maintenance of Electric Meters of Distribution Utilities.

Sections 5.3, 5.4, and 6.1 are amended.

AQL of one percent (1%).

ANSI Z1.4-1993 (Sampling Procedures and Tables for Inspection by Attributes). It is used as the basis for the statistical sampling approach and inspection tables.

Criteria for acceptance: 0 non-conforming meters; criteria for rejection: 1 non-conforming meter.

The lot shall be accepted, but the inspection shall revert back to Normal Inspection in the succeeding lots.

Tightened Inspection is instituted if (a) after five (5) consecutive field assignments of acceptance testing with less than five-day duration, the ERC representative found two (2) failed lots; or (b) after a field assignment of acceptance testing with five-day duration, the ERC representative found two (2) failed lots.

Normal Inspection is instituted if (a) after ten (10) consecutive field assignments with less than five-day duration, all sample-tested lots are found acceptable; or (b) after a field assignment with five-day duration, all sample-tested lots are found acceptable.

The lot is accepted, but the ERC representative shall revert back to Normal Inspection in the succeeding lots.

The requirement of conducting periodic testing of all individual meters in service.

Once every two-year period after installation.

It must conform to ANSI Z1.4-1993 for random statistical quality control and random sample selection; inspection level is General II (Normal); and Acceptability Quality Level (AQL) of 2.5%.

It provides criteria that determine whether a second sample is required if initial results fall within thresholds that neither clearly accept nor reject the lot.

Spare meters may be drawn (not included in sample lists) if spare meters are insufficient to replace damaged/defective/tampered sample meters, or if the registered customer/representative is not present, or if the residence has a permanent occupant dependent on a life support system requiring electricity, or if the sample meter is no longer on site during in-service testing.

All previous rules, regulations, and issuances by the Commission contrary to the resolution are deemed superseded.

After fifteen (15) days from its publication in a newspaper of general circulation in the country.

The ERC issued the proposed amendments (posted Feb. 28, 2013), held a public consultation (Mar. 15, 2013), posted revised rules again (July 9, 2013), and then further revised to consider comments from the second posting.
