The HLURB is mandated to promulgate zoning and other land use control standards and guidelines that govern land use plans and zoning ordinances of local governments, pursuant to Executive Order No. 648, as amended by Executive Order No. 90.

Resolution No. 650 amended Article 5, Sections 13, 14, 18, and 19 of the Model Zoning Ordinance to include slaughterhouses/abattoirs as allowable uses in various zoning categories, specifying their conditions and classifications.

Slaughterhouses/abattoirs are allowed in Medium Industrial Zones (I-2), Heavy Industrial Zones (I-3), Agricultural Zones (Agr.), and Agro-industrial Zones (AIZ) with respective class and use regulations.

They must be at least 200 meters away from residential areas, schools, churches, other places of assembly, courts, or public offices, and must be accessible to transportation. They should also be at least 25 meters from markets and other food establishments.

Pollutive/Non-Hazardous slaughterhouses/abattoirs classified as Class A and AA are allowed in Medium Industrial Zone (I-2).

All classes of slaughterhouses/abattoirs (AAA, AA, and A) are allowed in Heavy Industrial Zone (I-3), which is designated for highly-pollutive and hazardous manufacturing and processing establishments.

Only Class A slaughterhouses/abattoirs are permitted in Agricultural Zones.

Class AA and A slaughterhouses/abattoirs are permitted in Agro-industrial Zones.

The National Agricultural and Fishery Council (NAFC), Committee on Poultry, Livestock and Feed Crops (CPLFC), the Department of Agriculture (DA), and the Housing and Land Use Regulatory Board (HLURB) were involved.

The Task Force was created to complete a report with recommendations to promote healthy environments within slaughtering facilities and address issues related to sanitation in slaughterhouses and related facilities.
